Johanna Gray is a principal at the Artemis Policy Group, a boutique health policy lobbying and coalition and association management firm.  She has nearly 20 years of experience in health policy and government relations. She leads teams that advise clients – including patient advocacy groups, provider organizations, and coalitions – on issues related to public health programs, health care policy, public and private insurance, and the federal appropriations process with Congress and federal agencies. Her work combines deep policy expertise with excellent communication and concrete problem-solving skills to demystify technical and complicated policy issues. She also works with Boards to lead organizations and coalitions to reach consensus on policy and programmatic goals and develop and implement strategies to achieve them.

Johanna began her career as an intern for then-Senator Barack Obama and held several policy positions before starting Artemis with partners in 2020. Johanna received a Master of Public Administration and Certificate in Health Services Management and Policy from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a B.A. in Public Policy Studies with honors from the University of Chicago.

Outside of work, Johanna tries to keep up with two book clubs and enjoys traveling, live music, and exploring DC with her husband, Dave, and her rescue pup, Frank.
