Johanna Gray is a federal policy advocacy consultant to the Hemophilia Alliance and a principal at the Artemis Policy Group. She has nearly 20 years of experience in health policy and government relations, working with clients to develop and implement successful advocacy strategies involving Congress and federal public health agencies. She has represented the Hemophilia Alliance in Washington since 2011.

Johanna’s clients include patient advocacy groups, physician specialty societies, policy coalitions, and associations of specialized treatment centers. Her expertise ranges from the broadly applicable private insurance market reforms included in the Affordable Care Act (ACA) to the specifics of Medicare reimbursement for particular physician services. She also has significant experience working with Boards to lead organizations and policy coalitions to reach consensus on policy goals and develop strategies to achieve them.

Johanna began her career as an intern for then-Senator Barack Obama and held several policy analysis and advocacy positions before starting Artemis with her partners, Elizabeth Karan and Ellen Riker, in 2020. Johanna received a Master of Public Administration and Certificate in Health Services Management and Policy from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a B.A. in Public Policy Studies with honors from the University of Chicago. Outside of work, Johanna reads a lot to try to keep up with two book clubs and enjoys traveling, trying new restaurants, and exploring DC with her husband, Dave, and her rescue pup, Frank.
